The Project on Strengthening Monitoring and Evaluation System in Nepal (SMES Project) Phase I was conducted for 39 months from October 2006 to December 2009. During the three year SMES Project Phase I, GoN M&E system was strengthened through: 1) M&E human resource development. 2) Creating M&E tools and 3) improving policy makers and planning officers understanding and support for M&E. It was pointed out, by the terminal evaluation team, that more improvements were needed in M&E information sharing and coordination enhancement between National Planning Commission Secretariat (NPCS) and the line ministries. GoN requested the Government of Japan for the technical assistance to further strengthen the monitoring and evaluation system and mechanism in Nepal. Based on the Record of Discussion (R/D) signed by the NPCS and JICA in July 2011, "Project for Strengthening the Monitoring and Evaluation System in Nepal Phase II(SMES 2 (hereinafter, refer to as "the Project"))" will be conducted for 3.5 years from November 2011 to May 2015.
